For access to the Playstation Network the following ports are used:

TCP ports: 

80 HTTP, 8080 HTTP, 443 HTTPS, 5223 JABBER, 3478, 3479, 3480, 9750

UDP ports 

3478-3480, 6672, 9750

In order to play GTA IV via the PS3 network you will need to open the following ports on your router:

UDP ports: 

6672, 28900

TCP ports: 

8000-8001, 27900, 28900

For access to EA Network the following ports are used:

TCP ports: 

20400-20499, 9980-9989

UDP ports 

3658-3660, 6000, 9570

For access to UBISOFT Network the following ports are used:

TCP ports: 

5223

For access to MGSO Network the following ports are used:

UDP ports: 

5730

Setting Up a Static IP Address on your PS3 (Click Here)
Stage 1 select the custom option
 
Stage 2 Select the option how you want to connect, in this case WIRED
 
If you selected wired, select Auto Detect when prompted
 
Stage 3 Creating a Static IP Address, Select Manual
 
Stage 4 Entering your details, in most cases the router will be 192.168.1.1 or 192.168.1.100 in BT Modems it will be 192.168.1.254, but to make life easy use your routers address as your primary DNS and leave the secondary blank, so in most cases the details bellow you will be able to use for your set up.
 
Stage 5 leave this Automatic
 
Stage 6 select do not use unless you have a proxy set up, if you do not know what a proxy is then the likelihood is you never set one up.
 
Stage 7 UPnP, Universal Plug and Play Enable this
 
Stage 8 on the last screen press X and test your connection once this is all done you now have a static IP address on your PS3 and you can forward all the ports you need to the IP address you used in stage 4
